Final Plat Approval - Orchid Isle Estates Subdivision <br />The Board reviewed the following memo dated 2/25/87: <br />TO: The Honorable Members of DATE: February 25, 1987 FILE: <br />the Board of County Commissioners <br />DIVISION HEAD CONCURRENCE: <br />Robert M. Kea ng, aICP SUBJECT: FINAL PLAT APPROVAL FOR <br />Planning & De elopment Director ORCHID ISLE ESTATES <br />SUBDIVISION <br />FROM: Stan Boling 1).41 REFERENCES: orchid isle <br />Chief, Current Development STAN4 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 10, 1987. <br />DESCRIPTION AND CONDITIONS: <br />Orchid Isle Estates is a 68 lot subdivision located on Pine Island <br />(Little Orchid Island) , immediately south of the existing Orchid <br />Island Subdivision. At their regular meeting of December 13, 1984 <br />the Planning and Zoning Commission granted conditional preliminary <br />plat approval for the project. On May 21, 1986 the Board of <br />County Commissioners granted an 18 month extension of the condi- <br />tional preliminary plat approval. <br />Mr. Luciano Cortese, Vice President of Seacrest Estates, Inc., <br />owner/ developer, is now requesting final plat approval and has <br />submitted: <br />1. a final plat in conformance with the approved preliminary <br />plat; and <br />2. a check made out to the Board of County Commissioners in the <br />amount of $52,500.00, as a dedication to the park development <br />fund, to satisfy the condition of preliminary plat approval. <br />ANALYSIS: <br />The project, developed on approximately 75 acres of uplands and <br />fill areas of Pine Island, also includes approximately 275 acres <br />of impounded wetlands that surround the platted subdivision area. <br />These wetlands have been restored and preserved, and will be <br />maintained under agreements with the D.E.R. and the Indian River <br />County Mosquito Control District. A conservation easement, under <br />an agreement with the D.E.R., has been placed over the 275 acre <br />wetland area to preclude any future development. The subdivision <br />and plat concerns only the 75 acres of fill and uplands area. <br />The Public Works department has inspected the project and has <br />verified that all required subdivision improvements, which are to <br />be owned and maintained by a private property owners' association, <br />have been constructed and are acceptable. The Environmental <br />Health Department, although., concerned about the quality of <br />drinking water, does not object to final plat approval or to the <br />use of individual wells (standards for individual wells can be <br />satisfied) and septic tanks on each ,lot. The Mosquito Control <br />District has verified that all of its concerns have been addressed <br />and that it has no objection to final plat approval. <br />14 <br />
