BOOK 6 7 FATE <br />MAR 2 4 1987 <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in regard to any of the five petition <br />paving assessments. <br />William Kaiser, resident of the Aerodrome and also <br />developer of the new development going in south of 5th St., SW. <br />(Aerodrome, Phase II), explained that they originally planned to <br />offer Aerodrome access to 82nd Avenue through the new <br />subdivision, but staff did not want them to do that because they <br />did not want any more pavement cuts in 5th St., SW, and they <br />agreed to go with the 5th St.,SW petition paving. However, they <br />assessed the new subdivision for only 7 lots and they would like <br />to be assessed for 15 lots because that is how many lots they are <br />going to put in there. They would like those 15 lots to be taken <br />off the Aerodrome's portion. The only objection he would have is <br />to the possible waiver of the assessment of the adjacent grove <br />owner's 7 lots which would be passed on to them. He requested <br />that if this waiver is approved, that the County pick up those 7 <br />lots and not pass the assessments on to them. They feel this is <br />a fair request since they offered an alternative paved road. <br />Chairman Scurlock didn't know why the original offer didn't <br />get to the Board because he felt it seemed reasonable. He <br />understood that the present request is to assess the developer <br />for 15 lots instead of 7, which would not reduce the overall <br />assessment roll, just reduce the number of lots to be assessed in <br />Aerodrome. <br />Public Works -Director Jim Davis recalled that two weeks ago <br />when the Board considered the grove owner's request to donate a <br />right-of-way in lieu of being assessed for his share of the <br />paving, the Board set the policy that the County would buy the <br />right-of-way and assess him for the paving. Since 5th Street SW <br />is needed to serve other properties, staff is recommending that <br />it be paved. <br />73 <br />M <br />
