IF - <br />APR 14 1987 <br />Transportation System <br />BOOK F -AGE 2 <br />The subject property has direct access to Roseland Road (clas- <br />sified as a primary collector street on the Thoroughfare Plan). <br />The maximum development of the subject property could generate up <br />to 217 average annual daily trips (AADT) under the proposed RS -1 <br />zoning. A maximum of 43 AADT would be generated under the <br />existing A-1 zoning. Roseland Road currently functions at <br />level -of -service "A". <br />Environment <br />The subject property is not designated as environmentally sensi- <br />tive. Most of the subject property is in flood zone C indicating <br />areas outside of the 500 year floodplain. However, part of the <br />subject property is located in flood zone B indicating areas <br />within the 500 year floodplain and a small part of the subject <br />property is in an A8 flood zone indicating that it is within the <br />100 year floodplain. <br />TT+- , 1 i +- ; - - <br />County water and wastewater facilities are not currently avail- <br />able for the subject property. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Richard Shearer, Chief of Long -Range Planning, explained <br />that this rezoning request is separate from the Comprehensive <br />Land Use Amendment requests, and staff recommends approval. <br />Chairman Scurlock opened the Public Hearing, and asked if <br />anyone wished to be heard in this -matter. There being none, the <br />Chairman declared the Public Hearing closed. <br />F <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Wheeler, the Board unanimously adopted <br />Ordinance 87-36, rezoning 30 acres from A-1 to RS -1, <br />as requested by Henry Fischer. <br />-- 22 <br />
