iJUN <br />2 1987 <br />BOOK <br />6 8 Fry r 463 <br />PROPOSED ADDITIONS TO COASTAL BARRIER RESOURCES <br />SYSTEM <br />(DER) <br />Chairman Scurlock gave the Board an update as to what is <br />taking place with the Utility Department and North Beach Water <br />Company. He advised that they have met four or five times with <br />property owners mainly north of CR 510 and some to the south, <br />trying to look not only at the potential acquisition of the water <br />company, but also the county's ability to expand service to <br />additional areas of the island. Everyone has had a very <br />cooperative attitude, and we are just about to the point of an <br />agreement that could be proposed to the Commission. The Chairman <br />felt it is extremely important this be pursued, especially since <br />he felt the infrastructure will be a big determining factor as to <br />whether the barrier island is going to be considered developed or <br />undeveloped. He further emphasized that even at our low density <br />of 3 and 6, if you estimate the assessed value on a potential of <br />approximately 3,000 units, we could lose 600 million plus from <br />our tax rolls, and just the impact fees alone for those same <br />units would be 6-7 million. The Chairman believed we have done <br />an outstanding job with our Comprehensive Plan in providing for <br />reasonable growth on the barrier island, and he would encourage <br />the Commission to do everything we can to support reasonable <br />growth on the island, maintain a reasonable tax base, and main- <br />tain an ability through impact fees to fund our infrastructure. <br />Planning Director Keating made the staff presentation, as <br />follows: <br />I <br />8 <br />
