PINTO <br />DIRECTOR OF UTILITY SERVICES <br />D <br />I <br />SUBJECT: NORTH COUNTY WASTEWATER SYSTEM - WORK AUTHORIZATION 16 <br />BACKGROUND <br />On May 12, 1987 the Board of County Commissioners allowed Masteller <br />and Moler to complete the additional study on the North County <br />Subregional Sewer Project. Masteller and Moler have completed this - <br />additional study which indicated a customer base of 7,500 units. The <br />wastewater treatment plant will be located in the Hobart area with an <br />estimated construction cost of $5,848,975.00. Masteller and Moler is <br />now ready to proceed with the Engineering Design and -Resident - <br />Inspection portion associated with this Project. The cost associated <br />with these tasks are as follows: <br />1) Engineering Design $340,200.00 <br />2) Resident Inspection $115.200.00 <br />TOTAL $455,400.00 <br />RECOMMENDATION <br />Utility Staff asks that the Board of County Commissioners authorize <br />the Chairman to sign Work Authorization number 16, contingent upon <br />approval and financing through special assessments, so that the <br />project can continue moving toward completion. <br />Utilities Director Terry Pinto advised that this will be the <br />last item that the Utility Department will have to perform before <br />going into the assessment roll. However, he did not feel that it <br />was made clear that the assessment rolls have to be in place <br />before they can go out to bid on this project. After this is <br />completed, they will be taking it to the Finance Department for <br />analysis, and as soon as they receive the cost information, they <br />will advertise the public hearing on the assessment roll itself. <br />Chairman Scurlock noted that the underwriter will be looking <br />at the viable alternatives on financing the project. <br />MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Eggert, that the Board approve staff's <br />recommendation, and authorize the Chairman to sign Work <br />Authorization #16 as amended, contingent upon the <br />financing and the special assessment being in place. <br />39 <br />
