JUN 1 '1987 <br />TRANSPORTATION SYSTEM: <br />BOOK 68 [MUE 5 C� <br />All of the properties within the area proposed for rezoning have <br />frontage on 17th Street (classified as an arterial street on the <br />Thoroughfare Plan). In analyzing the impacts of the PRO District <br />upon this portion of 17th Street, staff estimated the number of <br />Average Annual Daily Trips (AADT) which could be expected for the <br />three most intensive uses considered for the 17th St. corridor, <br />those being residential, professional offices, and retail <br />activities. The results of those estimates for the entire 5 acres <br />are as follows: <br />a) Multi -Family 368 AADT <br />b) Professional Office 725 AADT <br />C) Retail 3,941 AADT <br />The current Level of Service for this portion of 17th Street is <br />LOS "A" carrying 22,700 AADT at peak season. The LOS would be <br />downgraded to LOS "B" once traffic surpasses 24,000 AADT. Neither <br />multi -family nor PRO zoning would trigger this figure; however, <br />commercial zoning would. Rezoning this 5 acre area to PRO would <br />still allow the Level of Service to remain at A, while providing <br />an alternate use to residential for the properties involved. <br />ENVIRONMENT: <br />No properties within this area are designated as environmentally <br />sensitive. It is, however, within the 100 year floodplain. Any <br />development within this area will require added engineering to <br />comply with the County's Stormwater Management Ordinance. <br />UTILITIES: <br />Public water service provided by the County is available within <br />this area. Currently there is no public sewer service available <br />to the subiect property. <br />RECOMMENDATION: <br />Based on the analysis performed, and fully respecting the opinion <br />and abilities of the Planning and Zoning Commission, staff <br />recommends that the Board. of County Commissioners approve the <br />requested rezoning. <br />4 Q <br />
