toning is consistent with the Comprehensive Plan and with the CH <br />zoning south across Vickers Road and with the IL zoning west <br />across the railroad tracks. Staff has generally supported the <br />location of Industrial and Heavy Commercial uses along rail <br />lines. <br />Transportation System <br />The subject property has frontage on Vickers Road (99th Street), <br />classified as a local road on the County Thoroughfare Plan. In <br />general, most uses permitted in the CH zoning district will <br />attract/ generate less trips than those uses permitted in the CG <br />zoning district. <br />Environment <br />The subject property is not designated as environmentally <br />sensitive nor is it located in a flood prone area. The site does <br />not lie within the area designated as coastal sand ridge area. <br />Utilities <br />No public utilities currently exist within the area of the <br />subject property. <br />RECOMMENDATION <br />Based on the above analysis, staff recommends approval. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. <br />Donald Vickers, 10480 U.S. #1, explained that he owns <br />approximately 400 feet of frontage adjacent to the subject parcel <br />on the east side, and objects to the zoning change not because of <br />what the owner wants to do with the property, but because of the <br />way the entire matter has been handled. Back in March of this <br />year he noticed that a ditch had been dug across about 280 feet <br />of his property to drain the adjacent property off to U.S. #1. <br />After checking with the County Planning Dept., who knew nothing <br />about a ditch, he had the ditch filled in. He talked to a couple <br />of employees of the firm that purchased the property, and they <br />said they had assumed that the property went all the way over to <br />U.S. #1. Mr. Vickers felt it was strange that they bought <br />property without knowing anything about it. However, that was <br />the first warning he had of something going on there, and shortly <br />after that, a metal building was delivered by 6 or 7 semis and <br />unloaded on the property. A few days later he saw a request for <br />zoning change. <br />34 BOOK 71 <br />
