We recommend that you <br />authorize such a contract based on the hourly rates as <br />indicated and for an amount not to exceed $30,000. <br />I do not 'believe we should proceed to award a contract <br />beyond the audit and report levels at this time. We may <br />wish to contract for additional services as proposed by <br />Siver once the basic engagement is completed. <br />The. other two firms short-listed by Mr. Baird and I <br />are: <br />Tillinghask, Nelson & Warren, Inc. $25,000-33,500 <br />3340 Peachtree Road <br />Atlanta, GA 30036 - <br />Webber Consulting Group $20,000 <br />2900 Chamblee Tucker Road, <br />Bldg. 15 <br />Atlanta, GA 30341 <br />All proposals received are in Mr.'Baird's office. <br />Administrator Balczun recommended approval of the award of <br />contract to E. W. Siver & Associates, Inc. <br />Commissioner Eggert had a problem with the large spread in <br />the cost from $20,000 - $30,000, and Administrator Balczun <br />advised that such a spread in the cost range is not uncommon in <br />this business. <br />Commissioner Eggert realized it is not uncommon, having had <br />the experience of putting together similar proposals, and felt <br />that experience makes her all the more wary of the spread. <br />Administrator Balczun stated that he and Director Baird <br />would be monitoring their work very closely. <br />Commissioner Eggert felt her main problem is with the hourly <br />rates, especially the rates for the senior consultants, <br />consultants, and administrator. She felt the rates were heavy at <br />the top. <br />Chairman Scurlock agreed that the Administrator should <br />monitor the work and develop some sort of reporting mechanism to <br />the Commission when the cost gets close to $20,000.
