Orr, <br />Traffic Engineer <br />DESCRIPTION OF CONDITIONS <br />SUBJECT: Access Roads to Oslo Park <br />Park and Vero Beach Highlands <br />REFERENCES: <br />Efforts to improve access into the subject subdivisions have been <br />on-going for the past five years <br />Right-of-way has been obtained from developers for the extension of <br />20th Avenue from Oslo Road south to SW 13th Street. Construction of <br />this road is scheduled in the Capital "Road —Improvement 'Program for <br />1987. <br />'"';The Vero Beach Highlands currently has- only one access point to <br />=roadways outside the subdivision. A second access point is desirable <br />for both emergency services and travel distance needs. 17th Street SW <br />is scheduled to be improved as a second access road in the Capital Road <br />Improvement Program during 1988-89. <br />AttEANATIVES •ANDANALYSIS <br />1. a) <br />Extend 20th Avenue from Oslo Road to SW 13th <br />Street and pave <br />20th Avenue from SW 13th Street to SW 17th Lane. This road =_ <br />will serve as the main collector road into the <br />subdivision_. <br />• b) <br />Abandon right-of-way.,`obtained for 20th Avenue between Os.lo. <br />'Road and 13th Street SW. Maintain existing <br />roadway access <br />into the subdivision._.; <br />. 2. Vero Beach Highlands Subdivision: <br />a) <br />Extend 17th Lane SW from 20th Avenue to 27th <br />Avenue to serve <br />as a -second access into the subdivision. An offer for -the <br />right-of-way has been made for $45,000, <br />which can be <br />_ <br />negotiated. <br />b) Consider another access road such as the extension of 6th <br />Avenue SW south from Oslo Road or 25th Street SW east from <br />27th Avenue. <br />c) Maintain existing access into the subdivision. <br />RECOMMENDATION AND FUNDING <br />Alternatives #la and #2a are recommended to improve access into the <br />subject subdivison. In addition, the following supplemental <br />recommendations are offered to consolidate access, eliminate existing <br />sight -distance obstructions and plan for a future roadway system: <br />M 27 <br />
