8 E P 2 1987 BOOK 69 FACE.24 7 <br />P <br />Mr. Wadsworth questioned the need for the large increase in <br />the Property Appraiser's budget, and Director Baird explained <br />that the Property Appraiser's increase is mostly in personnel and <br />operating expenses; however, the Board sees only a portion of his <br />s <br />budget. <br />Chairman Scurlock repeated that the Property Appraiser is a <br />constitutional officer and has the option of going to Tallahassee <br />for final approval of his budget. <br />Mr. Wadsworth felt that we should let the constitutional <br />officers go to Tallahassee; let's not be a push over. <br />Mr. Wadsworth asked if any thought had been given to using <br />the local hospital for autopsy services, and Administrator <br />Balczun advised that is another area where we have no control. <br />The Governor appoints the Medical Examiner to serve the four <br />counties in this district. <br />Mr. Wadsworth felt the Board needs to take a strong look at <br />this budget and come back with less than a 10 percent increase, <br />but Commissioner Gary Wheeler believed it would be irresponsible <br />to cut the budget by 10 percent because of the reduction of <br />services that would follow. <br />Bill Moriarity, 805 Starboard Drive, asked who approves the <br />Sheriff's budget, and Commissioner Eggert explained that the <br />Sheriff is also a constitutional officer and has the option of <br />going to Tallahassee for final approval. <br />Mr. Moriarity asked if the line by line budgets were <br />available to the public for review, and Chairman Scurlock <br />explained that the public has that right and the line by line <br />budgets are available during the workshops, and, in fact, at all <br />times. <br />Mr. Moriarity compared the budget preparation to that of <br />private enterprise where the Chairman of the Board researches <br />every core of his operation and presents a budget that will turn <br />a profit. There is no profit here, but he emphasized that we <br />cannot continue to raise taxes or we all will be ejected from our <br />16 <br />r � <br />
