-SEP 9 <br />1987 <br />BOOK 69 <br />PAGE 344 <br />Ir <br />the <br />Sheriff <br />and asked Sheriff Dobeck what happens to ail <br />the <br />additional men he is asking for if the South Beach area is <br />annexed into the City. <br />It was noted that any effect the annexation would have would <br />not come unto play until the 88-89 budget year. <br />Sheriff Dobeck advised that he is here to defend a budget <br />that has taken a year to prepare, and in their budget process <br />they utilize a total of about 145 years of staff experience. As <br />to the annexation of the South Beach area, it amazed the Sheriff <br />that the same people who are supporting the annexation on the <br />beach are not willing to pay the funds for the Sheriff's current <br />staffing level, which is one man, but they are willing to go to <br />the City Police and say you can hire 5 additional people to give <br />the same level of service the Sheriff is providing. He noted <br />that someone will have to pay for that. <br />Sheriff Dobeck noted, in re the comment on "zero budgeting," <br />that his department is turning back to the county this year <br />around $400,000, or about 4% of their last budget, through good <br />sound administration. <br />As far as personnel and his department manning levels are <br />concerned, Sheriff Dobeck advised that Indian River County falls <br />far below the state and federal levels per thousand people. The <br />state average is 2 officers per thousand, and the county is at <br />1.3 per thousand. Two years ago, with the Commission's help, <br />they did a study and made a commitment to try to bring staffing <br />levels in the county up to 2 officers per thousand, and asked the <br />Commissioners to give them a 5 -year plan. However, during the <br />last two years, they have still fallen way below that projected <br />level. <br />20 <br />_ M <br />
