M <br />11 <br />Chairman Scurlock believed the only question he sees relates <br />to the Reserve for Contingencies. He asked the OMB Director how <br />different our reserve is from last year, taking into considera- <br />tionlall the various elements, bond ratings, etc. <br />Director Baird noted that it was $950,000 at the beginning <br />of last year, and we are asking for 1,210,000 going into this <br />year. It is larger for a couple of reasons. First of all, we <br />I <br />havellsome consulting services that the Board has requested, and <br />we have no'idea of the cost - i.e., the insurance consultant, <br />personnel study, court facility consultant, computer consultant, <br />and �he library consultant. <br />Chairman Scurlock asked if we will incur all those costs in <br />the next year, and Director Baird replied that we will incur the <br />costlof the insurance consultant and the personnel study. He <br />would have to refer to Commissioner Wheeler and Administrator <br />Balc un as to whether we are going to hire the court facility <br />consultant this next year. <br />The Chairman asked if any of those fees, for example, the <br />court; facility consulting fee, is going to be part of the bond <br />issue. <br />Director Baird noted that he can't borrow money until he <br />know the total cost, and that money will be the year after. <br />Chairman Scurlock asked what the impact would be if we went <br />intolnext with with just one million reserve, and Director Baird <br />stat d that he would not recommend it as he did not feel it would <br />be i the best interests of the county. He noted that in looking <br />at Contingencies today, he has less than $225,000 left to close <br />out the books for this budget year. <br />the <br />L- <br />e Chairman asked how the Administrator felt about lowering <br />eserve for Contingencies, and Administrator Balczun stated <br />25 <br />ooK M FAUE 349 <br />
