44 <br />Director Pinto stressed that the only protection the <br />commercial establishments have is competition, and to regulate <br />the rates for commercial is a very, very sophisticated process. - <br />Another thing that has become very obvious in reviewing this <br />situation is that the franchise fee now is 1% of gross revenues, <br />and he believed we should move immediately to make that 6%, equal <br />to those of the other utilities, because the garbage collection <br />in the county is going to become as controversial and hard to <br />regulate as any other utility, plus the wear and tear on our <br />roads from trucks running all over the place. <br />Commissioner Bird stated that when we ask Camp, Dresser E <br />McKee to do the additional study, he would like to have them <br />reflect on that since he believed the additional fee will just be <br />passed on to the customers, and we want county residents to have <br />the best service at the lowest possible price. He personally did <br />not know if we need all these applicants or just one and asked <br />Director Pinto if he were a Commissioner and needed all the <br />information to make an intelligent decision, would he want the <br />consultant to do a study on both residential and commercial and <br />also as to whether existing companies are adequate or if we <br />should expand. <br />Director Pinto stated that if the consultant is authorized <br />to do a review, his recommendation would be that they review them <br />all, but he felt the first question to be addressed should be <br />whether or not you are going to regulate the commercial area. If <br />the Board takes the position that they are not going to regulate <br />the rates for commercial, he felt that answers the question about <br />how many franchises you are going to have collecting commercial <br />because he did not feel then we should take a position to protect <br />anyone. <br />Chairman Scurlock commented that if you have too many, they <br />cut each other's throats and no one survives, but then if you <br />don't have enough, there is the problem of whether you are <br />getting the best price. <br />27 sooK 69 Fri 669 <br />► 0"CT I e) W7AU <br />
