]OCT 2V iSs,7 <br />mu 69 Frac- 605 , <br />The Comprehensive Plan designates the second and third properties <br />as MD -1, as is the land south of them. The lands north, east, <br />and west lie within the Commercial Industrial Node. <br />Transportation System <br />The first subject property has access to the south onto S.R. 60, <br />classified as an arterial road on the County's Thoroughfare Plan, <br />and also to 85th Ct. to the west classified as a local road. <br />The second parcel has access to the south to undeveloped 16th <br />Street classified as a local road. <br />The third parcel has access to the west to 98th Avenue classified <br />as a primary collector road, and to undeveloped, 16th Street to <br />the south. The County is currently in the process of improving <br />98th Avenue. <br />Since all existing roads in the area are currently at a level of <br />service "A", a large surplus of road capacity exists. Any <br />impacts to the transportation system which will occur as a result <br />of development of the subject properties will be addressed during <br />site plan or subdivision review. <br />Environment <br />The three subject properties are not considered environmentally <br />sensitive land. The first and second are also not located within <br />flood prone areas, however, the third property abutting 98th <br />Avenue is within an area subject to occasional flooding. This <br />property will require special engineering in order to meet the <br />requirements for the County's Flood Protection and Stormwater <br />Management Ordinance. <br />Utilities <br />Public water and wastewater are available along S.R. 60 up to the <br />I-95 interchange. <br />RECOMMENDATION <br />Based on the analysis performed, and the Planning and Zoning <br />Commission's recommendation, staff recommends that the Board of <br />County Commissioners authorize staff to transmit this request to <br />amend the Comprehensive Plan by enlarging the I-95/S.R. 60 <br />Commercial/ Industrial Node from 650 to 795 acres to the State <br />Department of Community Affairs, and to declare their 'intention <br />to hold a second public hearing concerning this matter. <br />32 <br />
