He briefly reviewed the <br />history of the development of this property by Earl Groth, <br />stressing that Mr. Groth presented a conceptual site plan of the <br />property which included a commercial area of approximately 8 <br />acres. Mr. Henderson displayed a copy of that site plan and <br />advised that it was approved by the county in 1972. He continued <br />that the property has changed hands several times since then, and <br />the Wilder Corporation purchased it in 1986. In 1980 the <br />commercial area was rezoned to reduce the number of acres zoned <br />C-1 down to about 6 units per acre, and comments were made by the <br />Planning Department at that time to the effect that this area <br />would qualify for the neighborhood commercial that was under <br />consideration.
