ANALYSIS: <br />Several factors were considered by the Subcommittee and PLAB <br />during the months of research into potential sites. Generally, <br />the following criteria were considered: <br />- size <br />- vehicular access <br />- relationship to major arterial road(s) <br />- pedestrian access <br />- general location <br />- presence of infrastructure (utilities) <br />- influence of adjacent activities/land use compatibility <br />- visibility/exposure <br />- aesthetics <br />- future development of the area <br />- soil and drainage <br />- availability of site and acquisition cost <br />- conformance with zoning regulations <br />The attached tables and analysis sheets compare the potential <br />sites and describe essential advantages and disadvantages. <br />North County <br />Essential differences between the 3 recommended North County sites <br />involve location, utilities, and cost. The Sebastian Lakes and <br />Chesser Gap sites are located along the C.R. 512 corridor, while <br />the Fischer site is located within the north U.S. #1 corridor. <br />Availability of utilities ranges from no immediate availability of <br />water and wastewater service at the Fischer site, to immediate <br />availability at the Sebastian Lakes site. Finally, the acquisi- <br />tion costs range from $0.00 at Chesser Gap, to $655,000.00 for the <br />Fischer site. <br />Vero Beach <br />Essential differences between the 3 recommended Main County sites <br />involve location and zoning and land use compatibility. The Grace <br />Lutheran block is located in the downtown vicinity near existing <br />and future governmental facilities. The MacArthur/Davis site is <br />located in a business area. The Catron site is located within �n <br />office and a single-family residential area. While a library use <br />could be developed upon the Grace Lutheran and MacArthur/Davis <br />sites under current zoning regulations, the Catron site cannot. <br />Administrator Balczun advised that the Public Library <br />Advisory Board and its Site Selection Committee have been working <br />for a number of months to analyze potential sites for both the <br />north county and the Vero Beach libraries. Sometime ago that <br />committee prioritized the sites under consideration to 3 sites in <br />the north county area and 3 in the Vero Beach area. <br />NOV 17 1987 15 <br />BOOK <br />70 PAG 10 <br />
