®EC 199 <br />Boor 70 F.1jE 311 <br />Concern of Town of Indian River Shores: <br />County staff routinely contacts' and coordinates with municipali- <br />ties when a project is located near the boundary of a munici- <br />pality. The Town of Indian River Shores has expressed concern in <br />regards to parking and traffic. Please refer to the letter from <br />the Indian River Shores Town Manager, Mr. J. C. Dorsky (attachment <br />#4). Mr. J. C. Dorsky has been copied on communications regarding <br />this project . As' of the writing of this item, no other written <br />concerns have been received from the Town of Indian River Shores. <br />ANALYSIS: <br />1. Site Size: 4.96 acres <br />2. Current Zoning District: RM -6, Multiple Family Residential <br />District (up to 6 units/acre). <br />3. Land Use Designation: LD -2, Low Density Residential <br />(allowing up to 6 units/acre). <br />4.- Total Floor Area of Site: 29,055 sq. ft. or 13.4% lot <br />coverage. <br />*Total floor area includes restaurant, grill, entrance, <br />pavilion, restrooms, galleries, pool and deck. <br />5. Off -Street Parking Required: 108 spaces <br />Provided: 108 spaces <br />6. Traffic Circulation: The site_will.be accessed by a two-way <br />divided driveway connecting to S..R. A=1 -A. . The County <br />Traffic Engineer has- approved the proposed traffic <br />circulation systema The 1986 peak season traffic count for <br />this portion of S.R. A -1-A is 4100 ADT. This is within the <br />level of service standard A, and the traffic engineer does <br />not anticipate this development lowering the level of <br />service. <br />7. Dedications and Improvements: <br />a. The applicant has agreed to dedicate the west 10 feet of <br />the site as S.R. A -1-A right-of-way to bring the eastern <br />half of the R.O.W. up to current.standards, <br />b. Construct or escrow for a 4' wide public sidewalk. <br />The development.of the Beach Club, which includes 400' lineal <br />feet of beach front, will not trigger the public access <br />provision (23.31) in the site plan ordinance (600_'); however; <br />the- entire project including both the beach club and. the <br />proposed residential development (Phase II), will total 1200' <br />lineal feet, and require provisions for public beach access. <br />Since this site plan is part of a larger project which as a <br />whole will exceed the threshold for public beach access, the <br />requirement of that ordinance will be triggered when <br />development approval is requested for the residential <br />portions of the entire tract. The applicant has agreed to <br />dedicate land or contribute funds for public access to the <br />Atlantic Ocean in accordance with standards set forth in the <br />County's site plan ordinance for the entire clubhouse and <br />future residential project phases, prior to the issuance of <br />any C.O.'s for dwellings within the future residential <br />project. <br />8. Stormwater Management: The proposed conceptual stormwater <br />management plan has been reviewed and approved by the Public <br />Works Department. <br />9. Landscape Plan: The proposed conceptual plan notes that all <br />natural vegetation is to be retained wherever no construction <br />is to occur. The site will utilize the natural vegetation to <br />create a 25 foot wide opaque barrier along the side property <br />lines as buffers to sound and light. The retention of <br />
