f DEC 9 937 <br />B60K 70 F,q,E:313 <br />6. All multipurpose recreational clubs authorized herein shall <br />be located adjacent to a major thoroughfare. <br />7. All outdoor lighting shall be adequately shielded in order to <br />prevent reflection onto adjacent.properties. <br />8. A landscaped bufferyard utilizing screening, as established <br />in Section 23, shall be required adjacent to all <br />residentially zoned land. <br />All criteria have been' met. Although "the special exception <br />process allows the Board of County Commissioners to impose any <br />additional conditions to ensure the compatibility of the proposed <br />use with surrounding property, it is staff's position that there <br />is no need to impose any special conditions in relation to <br />approving this proposal. <br />Country clubs, as special exception uses, are allowed in residen- <br />tial zoning districts to provide recreational activities to a <br />portion of the county's population. This particular project will <br />provide beach access for a portion of the county's population, <br />supplementing access available at public beaches. This conforms <br />to the County's general policy of encouraging and providing for <br />access to the beach, which is a limited resource. <br />In addition, the County and Regional Planning Council encouraged <br />Grand Harbor, during the DRI review process, to provide beach <br />access for Grand Harbor residents in order to alleviate impacts on <br />public beach access facilities. <br />RECOMMENDATION: <br />Based' -on the analysis performed, staff recommends that the Board <br />of County Commissioners grant special exception approval for the <br />beach club with the following conditions: <br />1. That all native vegetation be retained on site within 25' <br />bufferyards contained within both sideyards; <br />2. That prior to release of the approved major site plan: <br />a. the applicant shall dedicate the west ten feet of the <br />site as R.O.W. for Highway A -1-A. <br />3. That prior to a certificate of occupancy: <br />a. the applicant shall propose an agreement, that is <br />acceptable to the County Attorney's office, to satisfy <br />- the requirement for public access to water bodies for <br />the entire development which includes the future <br />residential phases. <br />Planner Boling noted that this is similar to an accessory <br />facility at Sea Oaks and would be located 1800' south of Sea Oaks <br />and approximately 1,000' north of the Town of Indian River <br />Shores. Staff recommends approval subject to the conditions <br />listed. <br />Chairman Scurlock commented that there had been some thought <br />to having this facility located north of CR 510 to mitigate <br />impacts, but it now appears that the Coastal Resource Barrier Act <br />66 <br />
