explained that they viewed this ordinance in its original form as <br />a threat to their very existence. The terminology could have <br />made them totally responsible to the Medical Director and the <br />County Administrator or their unknown designee. Emergency <br />Management Director Doug Wright has been their choice to be <br />director of these services from the beginning, and they look <br />forward to working with him. Another concern related to <br />penalties as they felt discipline should be directed at <br />organizations and not individuals, who can best be dealt with <br />in-house. Also, they were greatly concerned about some future <br />medical director having the ability to cripple them by demanding <br />skills beyond the EMT level. Finally, geographic conditions <br />combined with the inability to station a medic in Fellsmere <br />simply made the assumption that this county was an ALS county, <br />and that was something they could not live with. Mr. Chalmers <br />noted that they have been taught that the first five minutes are <br />critical. In Fellsmere, they rarely have a medic in the first 10 <br />minutes, and they operate a BLS system during that time frame. <br />With the original terminology, they were really put in a bad <br />situation. Mr. Chalmers stated that they have been assured their <br />problems will be addressed in the new protocol and that they will <br />have input and be a part of the decisionmaking process. They, <br />therefore, are pleased to endorse the ordinance as proposed. <br />Joe Dorsky, Town Manager of Indian River Shores noted that <br />Section 5a. states the provider will agree "to respond only to <br />emergency pre -hospital calls in the certified district, and when <br />units are available, to provide response to other districts in <br />the county when requested to do so by.the other providers or by <br />the EMS Director." It seemed to him that after the words."to <br />provide.response," it should state "only to emergency <br />pre -hospital calls." Otherwise, it may be implied that they <br />could be called for other purposes. <br />Attorney Vitunac believed it is understood that is all that <br />is required.
