for illegal dumping should be raised considerably. Mr. Mensing <br />suggested that we do away with a lot of the disposable containers <br />that do not compact and are not bio-degradable;.he believed other <br />states have done it with deposits. He also urged developing a <br />North County burning site because of the difficulty and expense <br />of going to the Landfill. As far as the $30.00 a year charge, he <br />noted that the people now are paying it one way or the other, and <br />he felt what is proposed is an equitable solution. <br />Vincent Hawkins, 365 16th St. S.W. wanted to know how much <br />of our tax money goes to the Landfill as of now. <br />Chairman Scurlock reported that for 1987-88, the amount is <br />$663,365; for 86-87 - $598,769; and for 85-86 - $582,000; and <br />84-85 $505,000. <br />Mr. Hawkins asked if our taxes will be reduced by that <br />amount because of this assessment, or will it just keep going up. <br />Chairman Scurlock answered that the contribution to the <br />General Fund for this will be reduced by the $663,000, which will <br />reduce the millage required in the General Fund about 2/10 of a <br />mill. <br />Mr. Hawkins noted that he is living on a fixed income. He <br />felt the Board has their minds made up before they have a <br />hearing, and that the hearings are a farce. The people are told <br />that the state mandates all this, and if that is true, what do <br />the people need the Board for. He also resented Commissioner <br />Bowman's comment made during budget hearing that she was appalled <br />by the people's ignorance about mandates. <br />Commissioner Bowman explained that she was suggesting that <br />we should have a school on taxation before we have the budget <br />hearings, and possibly have a public relations firm to explain <br />it. People do not understand, and it is not their fault. <br />Commissioner Bird addressed the remark that the people do <br />not need the Board, noting that if the Board is doing its job <br />properly, it will find the most cost efficient way to deal with <br />the various mandates, and that is what we are trying to do.
