They asked repeatedly for time extensions and were <br />denied time and again. <br />Commissioner Wheeler informed the Board that the committee <br />has gone through this again and again, and last month sat down <br />with Mr. Schopke and the architect and agreed to bury everything <br />prior to November 9th. He, therefore, was not interested in <br />hearing anything that occurred prior to that date. <br />Mr. Schopke agreed that was correct, but he had had felt <br />the rest of the Commission were unaware of all this. He then <br />stated that they did deliver the materials they said they would <br />deliver on the date that was set and they have been working <br />feverishly since then to get them on line. They had a problem <br />with the intercom system that even the Dukane people could not <br />identify for sometime. It was delivered and put on line and <br />kept going down, but they finally got it worked out. Their sub- <br />contractor pushed a little too hard for substantial completion <br />last week, and it all just came apart at the inspection. Mr. <br />Schopke contended that even if they were complete right now, the <br />county couldn't use the building because the county's site work <br />is not completed. <br />Attorney Vitunac believed that was waiting until we could <br />have access without everything being trampled. <br />Administrator Balczun, for purposes of the record, advised <br />that the county is in total control of when it pulls the trigger <br />to do the site work. If the Board wants it done in five minutes, <br />we will start in five minutes; so he felt that is a moot point <br />and should not be debated. <br />Mr. Schopke argued that there is some time involved because <br />they cannot get the county in the building until that work is <br />completed, and he is talking about retention ponds and roads, <br />which do not have anything to do with electronics. <br />Owner's Representative "Sonny" Dean reported that the county <br />has been working on site work for the past 30 days, and he did <br />not know what specific area Mr. Schopke is alluding to.
