A list <br />of the firms is attached. The Selection Committee, appointed by the County <br />Administrator, met on Dec. 17, 1987, and recommended that a continuing <br />services contract be prepared with all of the following firms: <br />Peterson & Votapka - Vero Beach <br />Lloyd & Associates - Vero Beach <br />Finley -Horn & Assoc. - Vero Beach <br />Carter Associates, Inc. - Vero Beach. <br />Coastal Tech, Inc. - Vero Beach <br />Projects would be assigned to each consultant on a work order and be <br />presented to the Board for approval. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives presented include: <br />1) Proceeding with continuing contracts for Engineering Services. <br />2) Advertising individually for all projects. <br />Staff prefers the first alternative. Many counties and cities are entering <br />into continuing contracts to save time and the cost of publically <br />advertising. <br />RECOMMENDATION AND FUNDING <br />Staff recommends entering into a Continuing Services Agreement with the <br />above mentioned firms. No funding is being considered at this time. <br />Finding will be addressed when individual work orders are prepared. <br />Commissioner Bird asked how we determine which of these <br />firms we will use for a particular project and what the fee <br />schedule will be, and Public Works Director Jim Davis explained <br />that when a particular job comes up, staff writes a memo to the <br />Board requesting authorization to issue a work order under a <br />master agreement for the company to proceed. When a substantial <br />size job comes in, we review the list and pick the proper <br />engineer for the job at the best dollar value. The Selection <br />Committee is comprised of himself and either Engineers Mike Orr <br />or Ralph Brescia. While they try to spread the work around <br />equitably, the selection is not a strict rotation, because he <br />felt that some engineers in town may have better capabilities for <br />one type of job as opposed to another. <br />Commissioner Bird understood then that what we are doing <br />today is prequalifying these firms on an individual basis, and <br />that staff will make a recommendation to the Board on which firm <br />to use for each job. <br />6 <br />
