District existing in Winter Beach. This development guide is to <br />supplement the more general County Land Use Map which was created <br />in conjunction with the County's comprehensive plan in 1982. <br />Since the MXD land use designation reflected a mixture of <br />different types of uses existing at the time that the comp plan <br />was prepared, the comp plan assigned the mixed use designation to <br />these areas, indicating a need for a more detailed analysis of <br />these areas. The preparation of the small area plan was to serve <br />that purpose in Winter Beach with the objective of establishing a <br />compatible and orderly development pattern in the Winter Beach <br />area. <br />On November 13, 1985, the Board of County Commissioners approved <br />the original SAP and PLUM, both of which had the concurrence of <br />the residents of Winter Beach. However, in April, 1986, after <br />several requests for multi -family rezonings had been submitted <br />for consideration, and subsequently withdrawn due to overwhelming <br />opposition from the Winter Beach residents, the Board of County <br />Commissioners directed staff to revisit the SAP. Instead of <br />being limited to the MXD Corridor, the SAP was to be expanded to <br />incorporate the entire geographic area considered as Winter <br />Beach. <br />Following the direction of the Board, the staff held several <br />public workshops with the the Winter Beach residents. As a, <br />result of workshops, the staff and Winter Beach residents <br />developed different proposals for amending the SAP and PLUM. <br />While the staff recommended retaining existing six unit per acre <br />densities in the area, the residents proposed substantial <br />reductions in density. <br />In June, 1986, the Planning and Zoning Commission voted 2-2 to <br />recommend adoption of the staff alternative. However, on July <br />23, 1986, the Board of County Commissioners voted to approve the <br />residents' alternative. As a result of the adoption of this <br />alternative, the scope of the SAP now includes the MXD Corridor <br />and all property lying between U.S. 1 and Kings Highway and <br />between Hobart Road and the Bent Pine development, south of South <br />Winter Beach Road. As indicated on the attached amended PLUM, <br />not only is the permitted land use shown, but= also the maximum <br />permissible zoning. <br />While action has been taken in the past to change the land use <br />and zoning designations of much of the residential land in the <br />area to conform to the SAP, no action has yet been taken to <br />ensure that the parcels located in the MXD area of Winter Beach <br />conform to the SAP.
