BARTON <br />ASSISTANT DIRECTOR OF UTILITY SERVICES <br />VICES <br />DATE: FEBRUARY 9, 1988 <br />SUBJECT: SPECIAL PROJECTS COORDINATOR (PART-TIME) <br />BACKGROUND <br />During the Budget hearings, the Board approved a new position within <br />the Department of Utility Services for a Special Projects Coordinator <br />at an annual salary of $15,050.00. This position was to aid <br />individuals wishing to submit petition assessments for water and sewer <br />line extensions to our system. Considerable work is required to <br />coordinate this type of project from beginning to end. The individual <br />needed should have a varied background, being familiar with <br />engineering, utilities, and accounting. <br />ANALYSIS <br />Because of the backgrour_uneeded and the Department's rapid expansion, <br />we feel the position siv,o d be part-time for someone with the necessary <br />experience and backgrourr. Mr. Jack Pearce has been recruited for the <br />position on a part-time basis. <br />RECOMMENDATION <br />The Department of Utility Services recommends to the Board that they <br />approve the hiring of Jack Pearce on a part-time basis (20 hours a <br />week) for $300.00 a week, without benefits, in order that this <br />important function may be accomplished for the Department. <br />Director Pinto advised that the present system for dealing <br />with those petitioning for utility service is extremely awkward; <br />it takes too long to get a project engineered and before the <br />Board, and people have needs that are immediate.
