McCoy <br />Staff Planner <br />DATE: February 11, 1988 FELE: <br />WINDSOR POLO AND BEACH <br />CLUBS REQUEST FOR PRD <br />SUBJECT: CONCEPTUAL PLAN AND <br />ctor SPECIAL EXCEPTION APPROVAL <br />REFERENCES: polo club <br />JOHN2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of February 23, 1988. <br />DESCRIPTION AND CONDITIONS: <br />General Description <br />Windsor Polo and Beach Club, owner, is requesting PRD conceptual <br />plan special exception approval for a 200 unit detached single- <br />family project and associated Polo and Beach Club facilities. The <br />project is located on 280 acres extending from the ocean to the <br />river, approximately 1* mile north of the C.R. 510/S.R. A -1-A <br />intersection on A -1-A. This application is being reviewed concur- <br />rently with an application to rezone the acreage west of A -1-A <br />from A-1 (Agricultural) to RS -3 (Residential Single -Family up to 3 <br />units/acre). <br />The Planning and Zoning Commission considered this application at <br />its regular meeting of January 14, 1988 (see attachment #4; <br />minutes). At the meeting, the Commission recommended, 4 to 1, <br />that the Board approve the application subject to conditions <br />relating to the RS -3 rezoning, the Jungle Trail partial abandon- <br />ment proposal, dedication. and improvement obligations, wetlands <br />proposals, and proposed Thoroughfare Plan amendments. Staff has <br />expanded its analysis of the application and its impacts to try to <br />address queries brought up during the Planning and Zoning Commis- <br />sion hearing. <br />Phasing/Construction <br />The project proposes a 3 phase sequence of construction. The <br />first phase is to consist of a Beach Club, a Polo Club, S.R. A -1-A <br />improvements, public lands dedication for public access to the <br />Indian River, 100 residential units, barns and paddocks for 100 <br />horses (includes dormitory -style facilities for caretakers), 3 <br />polo fields, some wetland filling and mitigation, and the abandon- <br />ment of the County's interest in the portion of Jungle Trail which <br />runs through the project. <br />The second phase is to include 60 residential units, some wetland <br />filling and mitigation, barns and paddocks for 200 horses (in- <br />cludes dormitory -style facilities for caretakers), and a practice <br />polo field. <br />The third phase is to consist of 40 residential units including <br />ocean front estates, river front estates, and attached or semi - <br />attached beach cottages.
