Polo Club/Beach Club <br />The Polo Club is proposed to be located in the center of the <br />property lying west of S.R. A -1-A. The club is to include meet- <br />ing, recreational, and dining areas to serve the residents and <br />their guests and will be approximately 7,000 to 9,000 sq. ft. in' <br />area. On days when matches are held, parking is to be handled by <br />the paved parking spaces provided around the Polo Club, and with <br />overflow parking areas located adjacent to the tournament field. <br />As part of the PRD application, the owner is requesting that the <br />County approve these overflow spaces as spaces for infrequent <br />uses. <br />The Beach Club, to be approximately 10,000 to 12,000 sq. ft., is <br />to include pool, cabana, meeting, and dining facilities restricted <br />to use by a limited membership. The Beach Club is to be located <br />in the midst of the project's beach frontage, with "internal" <br />residential development north and south of the Club. <br />Jungle Trail <br />Jungle Trail, from S.R. A -1-A south (which includes the western <br />portion of the subject site) is designated as a scenic and histor- <br />ic road in the Comprehensive Plan. As such, the County has <br />determined the road to have scenic and historic values worthy of <br />special protection. Although the County has no fee simple inter- <br />est in the road at this time, the County maintains the road and <br />the public has used the road for years. <br />The applicant proposes to abandon the County's interest in a 3/4 <br />mile segment of Jungle Trail. This proposal was reviewed by the <br />Scenic Trails Committee at its January 5, 1988 meeting. At the <br />meeting, the Scenic Trails Committee voted 4 to 1 to abandon the <br />County's interest in Jungle Trail with the conditions that: <br />1. Grove traffic be re-routed from Jungle Trail through the <br />interior of the project, continuing to make it possible for <br />grove traffic to run from C.R. 510 to the northern extent of <br />Jungle Trail without having to access A -1-A. <br />2. That the applicant construct public recreationalamenities, <br />as yet to be negotiated. <br />Soon after the January 5th Scenic Trails Committee meeting, a <br />Committee member changed her vote and thus her recommendation• to <br />the Planning and Zoning Commission regarding conditional abandon- <br />ment of the subject Jungle Trail segment. This was reported to <br />the Planning and Zoning Commission as in essence, a 3 to 2 vote to <br />recommend conceptual approval of the abandonment request subject <br />to the conditions cited above. After the January 14th Planning <br />and Zoning Commission meeting, another Scenic Trails Committee <br />member stated in writing that he had changed his vote and rec- <br />ommendation as well. Thus, now by a "vote" of 2 to 3, the Scenic <br />Trails Committee members do not support the abandonment of a <br />portion of Jungle Trail (see attachment #5). <br />Staff recommended to the Scenic Trails Committee that at this <br />time, the County should not conceptually approve a proposal to <br />abandon its interest in the Jungle Trail segment (see Scenic <br />Trail's agenda item, Attachment #4). <br />Although the Committee stated at its January 5th meeting that no <br />significant scenic or historic values or character would be lost <br />by abandoning a segment which functions only as a grove road, it <br />was staff's stated position that no abandonment should be <br />conceptually approved without the applicant demonstrating that no <br />historic values would be lost by the abandonment. <br />48 <br />FE3 2 31988 <br />MU 71 F E 48 <br />
