ON MOTION by Commissioner Bird, SECONDED by Commis- <br />sioner Bowman, the Board unanimously approved staff's <br />recommendation that contracts be granted covering work <br />in the stated classifications to the listed firms, noting <br />that there are some where the selection is not yet made. <br />UPDATE ON ROCKRIDGE WASTEWATER PROJECT <br />Director Pinto wished to be allowed to give the Board an <br />update on the Rockridge wastewater improvement situation. He <br />reported that the bids about $480,000 higher than original <br />estimates, and that has immediately taken us back to the drawing <br />board. We are analyzing the lowest two bids and one medium range <br />bid to try to see where the problem exists in the price. One <br />thing that stands out is that the unit price for the cost of line <br />piping is extremely high, and it appears one of the contractors' <br />major concerns was restoration of the easement R/Ws. Many home <br />owners have over planted into the easement, and since this <br />subdivision is so old, some of the trees are quite large. In a <br />couple of areas there are fences or storage shed facilities. We <br />are evaluating what it is going to mean to the project to require <br />the easements to be clear and not be part of the contractor's <br />problem to restore those type of things. We do want to maintain <br />the integrity of the easement because it is a drainage easement, <br />and the replacement of grass would be required. Also part of the <br />bid that is not federally funded that we have an option on is <br />re-establishment of all those canals through the backyards, and <br />whether we do that or not depends on the total project cost. <br />Director Pinto further noted that we have some ideas re <br />financing this project and making it easier for the people in <br />Rockridge. Numerous calls of concern have been received, and <br />some elderly residents are concerned about the possibility of <br />losing their homes.
