have a need. He also advised that EPA says if necessary they <br />will give us 55% of the increase; so, that would make it $250,000 <br />over instead of $500,000. Director Pinto did think it can be <br />worked out. <br />Chairman Scurlock asked whether, at some point in time, we <br />are going to get another feel for what the community wants. He <br />has kind of gotten wind of the feeling that this was a county <br />initiated project, which is not the case. The fact is that the <br />people in the Rockridge community came to us and asked for help. <br />Director Pinto commented that he can understand the people's <br />concern about the higher costs per unit, but he believed we can <br />bring that back down. We already have $200,000 invested in this <br />project, and the reason the people brought it to us and the <br />reason the EPA has committed funds to it is because there is a <br />real serious health problem there. <br />Ruth Chapman, resident of Rockridge, agreed. She informed <br />the Board that when that petition first went out, it went out <br />because people were concerned they were not going to be able to <br />run their washing machines in the ditch any more. That is <br />actually what brought it on. When she started the petition, at <br />least 50% were in accord and she believed we did have 70% on the <br />petition. Right now there are a great many houses up for sale <br />because the people fear they will lose their homes. She and Bill <br />Nelson have assured them they will not. She has also told them <br />the county is trying to get the figures down and has been <br />assuring them that the cost to them will not go over $4300, which <br />is what they are signing for. Ms. Chapman stressed that she and <br />Bill Nelson are pushing this for all they are worth because they <br />know how serious it is and feel this must go through now. <br />Director Pinto hoped to see some of the EPA people when he <br />is in Washington because there is some other funding out there <br />that we may have a good change of getting.
