Nearin <br />FROM: <br />Staff Planner, long-RangREFEREIVgCES: <br />COUNTY INITIATED REQUEST <br />TO AMEND THE COMPREHEN- <br />SIVE LAND USE PLAN EN- <br />LARGING THE OSLO ROAD/ <br />74TH AVENUE COMMERCIAL/ <br />INDUSTRIAL NODE FROM 450 <br />ACRES TO 690 ACRES <br />Is reques e• a e •a a erein presen e• •e gi e <br />consideration by the Board of County Commissioners at their <br />regular meeting of March 15, 1988. <br />DESCRIPTION & CONDITIONS <br />The Planning Department has initiated a request to amend the <br />Comprehensive Land Use Plan by enlarging the Oslo Road/74th <br />Avenue Commercial/Industrial node from 450 to 690 acres. The <br />property proposed for inclusion is located between 82nd and 74th <br />Avenues and south of 5th Street S.W. <br />On March 3, 1987, the Board of County Commissioners voted to. <br />establish the boundaries for the 450 acre node. Due to the <br />interest by property owners in the area and the need for addi- <br />tional land for future industrial development, the Board, as part <br />of its approval motion, directed staff to examine the possibility <br />of expanding this node. <br />On September 10, 1987, the Planning and Zoning Commission voted <br />4-1 to recommend denial of this request. Their recommendation <br />was based on their opinion that expansion of this node was <br />premature at this time, and future expansion should be based on <br />demand demonstrated by development. <br />On October 27, 1987, the Board of County Commissioners voted 4-0 <br />to transmit this request to the DCA for their review. <br />DCA COMMENTS <br />On January 13, 1988, the DCA responded to this request as <br />follows: <br />With the exception of Items 89 and 94, the proposed amendments do <br />not appear to be in conflict or inconsistent with the policies <br />contained in the Regional Comprehensive Policy Plan. <br />Items 8.9 and 94 are requests to change land from an agricultural <br />designation to a commercial/industrial designation. Both of <br />these requests would expand existing identified commercial/indus- <br />trial nodes, however, they do not lie within the urban services <br />boundary shown in the Indian River County Comprehensive Plan. - <br />Lying outside of the urban services boundary of the County plan, <br />they do not fall within the urban services area of the Regional <br />Comprehensive Policy Plan (RCPP). A conflict then arises in that <br />such a designation is allowed outside of the urban service <br />boundary in the County plan but would not appear to be compatible <br />with the RCPP. The urban service area of the RCPP generally <br />recognizes all locally permitted land uses where there will be a <br />full range and level of urban services at the time of <br />development. <br />69 <br />MAR 15 198 <br />BOOK7:1 Fri E 2;38 <br />
