11. That the applicant revise the site plan to conform to the <br />numerous minor site design changes required by the Technical <br />Review Committee. <br />12. That revised plans and application items, in response to the <br />foregoing conditions, be re -reviewed by the T.R.C. to ensure <br />compliance with and implementation of conditions. <br />13. That the County agree to prohibit left turn and through <br />movements at eastbound 1st Street and that the applicant <br />make any necessary improvements to the intersection prior to <br />issuance of a C.O. <br />Robert Keating, Director of Community Development, and Stan <br />Boling, Chief of Current Development, briefly reviewed the 13 <br />conditions contained in staff's recommendation for approval. <br />Chairman Scurlock understood that the two central issues <br />today are going to be transportation traffic and drainage. <br />Director Keating advised that after denial of site plan <br />approval by the Planning & Zoning Board, the applicant made no <br />attempt to modify the site plan to make it acceptable. They just <br />submitted a letter requesting an appeal of the denial. <br />Chairman Scurlock asked if they would have been allowed to <br />modify their site plan to give the P & Z Commission an <br />opportunity to vote in a favorable fashion, and Director Keating <br />confirmed that the applicant could have done that and the P & Z <br />could have approved the modified site plan if they so chose. He <br />pointed out that the proposed site plan shows 3 out -parcels which <br />are on the west side of the parcel that are not a part of this <br />submittal. Nothing is proposed for those areas; they will remain <br />in their natural state. If they are subsequently site planned, <br />they will have to come in under site plan approval and amend the <br />traffic impact analysis that was prepared for this site. <br />Commissioner Eggert asked if any of the parking is to be on <br />those out parcels, and Director Keating explained that there is <br />parking around each of those parcels.
