Director Keating pointed out 4 access points to the site, 3 <br />of which are on U.S. #1. The northern most access point on U.S. <br />#1 is the entrance to Vista Gardens. The other 2 access points <br />to the south of that are proposed by the applicant. The <br />southernmost one was originally recommended for signalization, <br />but the DOT has determined that warrants have not been met; so <br />signalization is not allowed at this time. The final access is <br />through the connector road that goes to Indian River Boulevard, <br />which is on the north part of the site. He also noted on the map <br />that just north of the site and just west of the connector road <br />is the Schlitt parcel, which is commercial and the applicant has <br />shown a marginal access easement to that parcel. He advised that <br />a site plan has been submitted for the Schlitt parcel, but it has <br />not been approved. It was reviewed by the Technical Review <br />Committee and response was not made to TRC comments. Director <br />Keating also pointed out that a golf access path is proposed to <br />come in from the condominiums to the east to access the stores in <br />the shopping center. <br />Director Keating next addressed the drainage matter. When <br />the site plan first came in, the applicant proposed to send all <br />their drainage to the Vista system, and they were vested because <br />the original drainage plan for Vista Gardens development had <br />included this parcel. However, during the review process, it was <br />pointed out to staff that some flooding had occurred in the Vista <br />Gardens development. The applicant agreed to make some changes, <br />and a lot of those changes have been made. There is a retention <br />area just north of the golf cart path on the southeast part of <br />the site, which was added since the tirst submittal. In <br />addition, there have been a number of linear feet of exfiltration <br />trenches put in under the proposed parking area. Just recently, <br />the applicant has shown that they are rerouting their stormwater <br />outfall to bypass the Vista Gardens system to fall directly into <br />one of the lakes and eventually into the impoundment. <br />APR 51988 <br />ih.__ <br />25 BOOK 71 PAGE 453 <br />
