ANALYSIS <br />The proposals from Coopers and Lybrand are to cover two areas of <br />concern for future needs of Utilities: <br />1. Customer billing and information system not to exceed <br />$30,000. <br />2. Financial Projection System not to exceed $50,000, less the <br />credits for the forty (40) hours of additional services from <br />Indian River County's audit contract. <br />RECOMMENDATION <br />The Department of Utility Services recommends to the Board of County <br />Commissioners to approve the two proposals for services from Coopers & <br />Lybrand with funding from the Utilities budgeted line items for water <br />and sewer - Other Contracted Services: 471-218-536-033.49 and <br />471-219-536-033.49, after the credit for the forty (40) hours of time. <br />Chairman Scurlock was concerned about spending $50,000 and <br />not keeping it current, and Jeff Barton, Assistant Director of <br />Utility Services, explained that he discussed with them what they <br />are going to do for daily and monthly maintenance, and they have <br />assured us that it is going to be the simplest type of system <br />that would require the least amount of people necessary to <br />maintain it. <br />Chairman Scurlock asked if Coopers & Lybrand are presently <br />doing this work, and Director Barton said that Coopers & Lybrand <br />has done the first part, but have not got to the specifics of the <br />second area. They have just done the area of the total data <br />processing needs. <br />Chairman Scurlock asked what contract authorized them to do <br />that work, and Director Barton advised that they are working on <br />the time available in the 40 hours audit work until such time <br />that this was approved. He stressed that we need this work done <br />as quickly aspossible, and they had an open window in their <br />schedule which allowed them to do the work. <br />Chairman Scurlock asked how many hours they had consumed out <br />of the 40 hours, and Director Barton advised that one individual <br />was here about 3 hours and another individual has been here 6 <br />days, but did not put in 8 hours a.day.
