TO : CHARLES P. BALCZUN <br />COUNTY ADMINISTRATOR <br />SUBJECT : SECURITY GUARD/NIGHT WATCHMAN <br />DATE : APRIL 5, 1988 <br />Public Works Director James W. Davis has requested that we create <br />a position of Security Guard/Night Watchman for assignment at the <br />County Road and Bridge complex. He is joined in this request by <br />Supervisor of Elections Ann Robinson. <br />As Mr. Davis indicates in the attached correspondence, there have <br />been a number of thefts at the complex. Mrs. Robinson has some <br />concern over the integrity of voting equipment stored there. As <br />she points out, there are no alternatives should her equipment be <br />stolen or vandalized. <br />I recommended that we petition the Board of County Commissioners <br />for authorization to create a full time position for the balance <br />of fiscal year 1987-88. The position would be funded in the Road <br />and Bridge budget. It would not require a budget adjustment due <br />to accrued salary savings. <br />Wb. A. B -n enship, J /J EP <br />Directo of Personnel <br />MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Eggert, to approve the request to create <br />a position of Security Guard/Night Watchman as rec- <br />ommended by staff. <br />Chairman Scurlock and Commissioner Wheeler both indicated <br />they were opposed to this request. <br />Commissioner Wheeler informed the Board that he has talked <br />with both Director Davis and Elections Supervisor Robinson, and <br />he personally feels that we could come up with an alarm system <br />that would cost considerably less than creating the position of a <br />security guard. <br />Chairman Scurlock believed if there is a need for a night <br />watchman anywhere, it is in the Administration Building. <br />Administrator Balczun advised that the rationale used by <br />Supervisor Robinson to convince him to support the request was <br />that if anyone gets in there and messes with the voting machines <br />Al 12198860 sooK 72 r��1,E X76 <br />
