Brescia, P.E. <br />County Engineer <br />SUBJECT: Emergency traffic signal service <br />DATE: April 27, 1988 <br />DESCRIPTIONS AND CONDITIONS <br />At the present time all traffic signal maintenance and <br />emergency services are being handled by two traffic signal <br />technicians in the Traffic Engineering Division. These men work <br />a normal 40 hour week but are on call for emergency response. <br />In the event of the unavailability of these employees or as <br />a result of an overwhelming set of circumstances whereby multiple <br />emergencies can not be responded to properly, the County could be <br />placed in a liability situation and the public could be <br />inconvenienced. <br />RECOMMENDATION AND FUNDING <br />In order to remedy this condition and provide a fail safe <br />situation for emergencies of this nature, it is recommended that <br />the county enter into an agreement with Signal Construction Co., <br />Inc. of Jupiter, FL to provide this service. It should be noted <br />that there will be no cost to the County for the agreement <br />itself. Any costs which will incur will be only as a result of a <br />decision by the Public Works Director or his designated <br />representative to call for service. These costs will be in <br />accordance with the attached schedule. <br />Signal Construction Co., Inc. provides this "on call" <br />service to other counties and has been used exclusively for <br />traffic signal installations throughout Indian River County. <br />They are properly insured for this type of service. <br />Since no other firm within this region provides this service <br />it is recommended that the Board consider this proposal. <br />Funding will come from Traffic Engineering Account <br />#111-245-541-034.67. <br />Public Works Director Jim Davis advised that a County <br />employee has been doing an excellent job on this type of work, <br />but there will come a time when he is out sick or on vacation, <br />and we.don't have the depth in our staff to compensate for him. <br />In addition, we do not have the equipment to put in a concrete <br />pole in the event one is knocked down. <br />52 <br />
