TO: Charles Balczun DATE: August 3, 1988 FILE: <br />County Administrator.: -as <br />SUBJECT: Agenda Item - Approval of <br />Agreement with Indian River <br />Shores to Purchase Ambulance <br />for Use by Fellsmere Volunteer <br />Ambulance Service with EMS <br />County Award Funds <br />FROM: Doug Wright, Director REFERENCES: <br />Emergency Management Services <br />It is requested that the information herein presented be given formal <br />consideration by the Board of County Commissioners at its next regul- <br />ar meeting. <br />DESCRIPTION AND CONDITIONS <br />Pursuant to Chapter 401, Florida Statutes, Indian River County each <br />year receives a portion .of funds that are collected from add on <br />charges to traffic citations for improvement and expansion of the <br />EMS service. The funds are then allocated by HRS to the County <br />through the Emergency Medical Services (EMS) County Awards Program. <br />A simple grant application is completed by my office for the funds <br />to be disbursed stating how the funds will be used to enhance the <br />EMS system in the County with input from all the providers. <br />The Town of Indian River Shores has purchased a new EMS transport <br />'vehicle and has offered to sell a 1980 Chevrolet Type I Modular <br />Ambulance, vehicle identification number CCW33AB107239, with very <br />low mileage to the Fellsmere Volunteer Ambulance Service. The funds <br />from the EMS County Awards Program will' not be available until after <br />October 1, 1988, to pay for the ambulance. The Town of Indian River <br />Shores will release the vehicle to the County and accept delayed <br />payment if the attached Agreement To Purchase is executed by the <br />respective parties. The EMS County Awards Program requires that <br />all equipment purchased through the program remain the property <br />of the County. The sum of $40,987 is anticipated from HRS. <br />ALTERNATIVES AND ANALYSIS <br />The Fellsmere Volunteer Ambulance Service is in dire need of addi- <br />tional EMS BLS transport vehicles. This problem was externally <br />created due to the fact that the former Sebastian Volunteer Ambulance <br />Squad Board of Directors had to sell a relatively new modular unit <br />being utilized by Sebastian since May 3, 1988, to satisfy a lien <br />on the vehicle. <br />The Indian River Shores Town Manager requested some documentation <br />to ensure payment of the vehicle prior to it being released to the <br />Fellsmere Volunteer Ambulance Service. The Fellsmere Volunteer <br />Ambulance Service agrees that they will insure and maintain the <br />vehicle in the condition in which it was received notwithstanding <br />normal wear and tear. <br />RECOMMENDATION <br />Since the EMS providers in the County have already allocated funds <br />to purchase the ambulance for the Fellsmere Volunteer Ambulance <br />35 BOOK .73 PPE 386 <br />AUG 0 1 <br />
