r <br />leasing the building from the County. <br />E -7 - <br />All the County has agreed <br />to do in the budget is to give them $15,000 towards the <br />maintenance of the building. <br />Chairman Scurlock emphasized that although the County will <br />hold title to the building, all of those things such as <br />maintenance will be outlined in the separate lease to the <br />Progressive Civic League. The County is not accepting any other <br />responsibilities than what we have agreed to. <br />ON MOTION by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, the Board unanimously allowed the <br />deed for the Gifford Community Center to come back to <br />the County from the School Board. <br />At the urging of the other Commissioners, Chairman Scurlock <br />explained the reason he changed his mind on this matter was <br />because we already have a number of community recreation centers <br />in the county such as Roseland and Rockridge, and because this is <br />a once in a lifetime opportunity to get PECO funds. He stressed <br />that the key thing that changed his mind is when Victor Hart and <br />Ralph Lundy both said that they believe in this Board of County <br />Commissioners and feel this Board has done more for the Gifford <br />community than any Board in the history of this county. That and <br />the fact that they said they would be more comfortable in dealing <br />with the County than with any other entity is the key reason why <br />he changed his position. However, he still feels that the County <br />should not operate any community recreation centers. <br />Commissioner Bird believed that most of the activities that <br />will take place in the center will relate more to the County <br />Commission's responsibility than to the School Board's, which is <br />why he feels we should take ownership back and enter into the <br />lease with the Gifford Progressive Civic League. <br />Commissioner Wheeler stated he would support the Motion even <br />though he believed we should not be in the community center <br />50 <br />I <br />
