retaining a consultant. One option is to obtain one or more <br />consulting firms to complete all aspects of one or more elements. <br />A second alternative would be to specifically define various <br />activities associated with several elements, prepare a specific <br />scope of services, and retain a consultant for those specified <br />activities. The third alternative would be to qualify one or more <br />consulting firms to provide continuing planning services on an <br />as -needed basis. <br />Because the staff has done a considerable amount of work on the <br />comp plan as a whole, including much of the research and data <br />collection for all elements, assigning one or more entire elements <br />to a consultant would not be desirable. The second alternative of <br />preparing a detailed scope of services at this time and requesting <br />proposals for that work also has disadvantages. Since much of the <br />remaining work in several of the elements is policy development, <br />an activity with which the staff needs to be actively involved, <br />establishing that as a consultant activity would not be efficient. - <br />Also, developing a detailed scope of services at this time would <br />involve preparing specifications for a number of different activ- <br />ities relating to various elements, and this would be a more <br />cumbersome process with less of an opportunity to tailor the work <br />of the consultant to the specific needs of the County. <br />Given the existing circumstances, the best alternative appears to <br />be retaining one or more consulting firms to provide continuing <br />planning services on an as -needed basis. With this option, one or <br />several firms could be chosen through this selection process. <br />Then, when specific work activities are identified by the County, <br />one of the qualified firms could be retained to do the job without <br />the County having to go through the selection process again. With <br />this option, each contract for a specific scope of services would <br />be approved by the Board of County Commissioners prior to its <br />execution. <br />The advantages of the continuing services option include flexibil- <br />ity to limit consultant work to specific needed activities, <br />ability to structure consultant services over time based upon <br />staff progress on comp plan elements, opportunity to allocate work <br />in small increments and to evaluate consultant work quality, and <br />efficiency in consultant selection. With this process, the staff <br />can maintain more control over plan preparation and ensure that a <br />better product is produced. <br />RECOMMENDATION: <br />The staff recommends that the Board authorize the staff to prepare <br />and distribute a request -for -proposal (RFP) for continuing ser- <br />vices for preparation of the County's comprehensive plan. <br />of <br />ON MOTION by Commissioner Eggert, SECONDED by Commis- <br />sioner Bird, the Board unanimously (4-0) authorized <br />staff to prepare and distribute a RFP for continuing <br />services for preparation of the County's Comprehensive <br />Plan. <br />85 <br />Roos 74 PDE 8 <br />
