EMERGENCY ITEM - WAIVE BIDS & NEGOTIATE FOR REVERSE OSMOSIS <br />MEMBRANES <br />Acting Administrator Collins informed the Board that he had <br />just been handed the following memo in regard to obtaining <br />membranes for the Reverse Osmosis Plant, and it is desired to <br />waive bidding :because of the time factor. <br />TO: William G. DESCRIPTION Am rnmTTIONS: <br />Brad O'Keefe our Chief Operator, Indian River Water Plant, <br />has requested that we waive bidding on Reverse Osmosis <br />Membranes. These membranes will cost the County approximately <br />$36,000.00. His justification is that time is of the essence <br />in this purchase in order to prevent damage to existing mem- <br />branes. (memo attached)_ - <br />A formal bid will take 4 to 6 weeks to administer plus 2 to <br />3 weeks for delivery after that. <br />2. ALTERNATIVES AMID ANALYSIS: <br />Purchasing procedures allow for bids to be waived if an emergency <br />exists (procedures 2b -d) or if in the best judgement of the <br />County Administrator "it would be feasible to negotiate rather <br />then bid." <br />Two options exist: Bid or Waive Bidding. <br />3. FUNDING: <br />Purchasing has received a budget approved requisition. <br />4.
