1. Emergency Management - approximately 600 sq. ft. of office space would <br />be required. _- <br />2. Utility Services - office approximately 15' x 20' (300 sq. ft.) for <br />payments and permits and -a computer terminal; space to accommodate two <br />people. <br />3. Community Development - no need of office space for personnel; <br />however, if space is provided for other offices, could utilize a small area <br />for distribution of applications, publications, info sheets, zoning atlas, <br />etc. <br />4. Veterans Service - request 550 sq. ft. of office space. <br />County departmental space needs as requested by the various departments <br />total approximately 1,500 sq. ft. at present. Mr. Fisher will make <br />presentations as to the needs of constitutional officers. <br />On September 27th I met with Mr. Fisher, his architect Mr. Dean, County <br />Attorney Vitunac and Mr. Fisher's attorney Joe Collins. If the Board decides <br />to proceed with the leasing of north County office space, we would recommend <br />a lease term of no more than seven years. Mr. Fisher indicated the rental <br />would be $10 per sq. ft. with annual cost of living increases. The option of <br />expanding County leased space in three years when Gene Morris' current <br />lease in north County expires was discussed and Mr. Fisher is agreeable to <br />an option for expansion. <br />The building as proposed is to be a condominium building with the exception <br />of space leased to the County. Mr. Fisher indicated that in the event the <br />County desired to build it's own building in the future, provision could be <br />made in the lease to terminate the lease prior to the end of the seven year <br />term if the County chose to have Mr. Fisher build a structure solely for the <br />County on remaining land in his site. <br />Conclusion: This matter is being returned to the Board for their <br />consideration as directed on August 23rd. Mr. Fisher has requested the <br />opportunity to make a presentation at this meeting. <br />Commissioner Eggert asked Mr. Fisher if he would be willing <br />to sell the County the first floor of the building, and Mr. <br />Fisher said he would be. <br />Chairman Scurlock pointed out that this matter grew from <br />1000-1500 square feet into 15,000 square feet and a $150,000 <br />annual lease payment without real consideration for phone lines, <br />computer terminal hookups, additional personnel, office <br />furniture, etc. He believed it is better to buy than it is to <br />rent, but suggested that the Board request staff to sit down with <br />Mr. Fisher and come up with the total costs for 1000-1500 square <br />feet and bring it back to the Board in a week or two. <br />Commissioner Eggert wanted an opportunity to review both a <br />scaled-down version and a 15,000 sq. ft. package. <br />18 <br />OCT 11 '988 <br />mu 74 MF 462 <br />
