available and not have to go back to the Board and then back to <br />the person again, by which time the person could be gone as these <br />positions are in high demand. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />Chairman Scurlock again brought up the urgent need to fill <br />the 20 or so positions referred to earlier. He noted that if we <br />had the choice of having to face a possible penalty for not <br />having certified plant operators or being charged with bargaining <br />unfairly, we must keep the plants runningtand he personally would <br />prefer to face the charge of bargaining unfairly. <br />Attorney Vitunac advised that he and the Acting Administra- <br />tor have discussed this, and while it is a real issue of unfair <br />labor practices, they agree with the Chairman that we have to do <br />what we must to keep the plants running and worry about the <br />unfair labor practices later. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously authorized <br />Director Pinto to seek out and hire the needed <br />people at the new salary rates. <br />Hope was expressed that the issue with the Union will not <br />arise as the Order is expected soon. <br />Director Pinto felt it can be clearly stated that those <br />positions will demand that amount of money regardless of whether <br />there is a union or not. <br />SOUTH COUNTY R.O.PLANT IMPROVEMENTS - GENERAL CONSTRUCTION <br />CONTRACT (Change Order #1) <br />Projects Engineer McCain made the staff presentation: <br />76 <br />LI.NOV <br />1 1988 <br />BOOK 75 <br />
