Under discussion, Commissioner Eggert asked about the <br />equipment listed in the budget amendment, and Administrator <br />Collins explained that most of the equipment that Mr. Dean is <br />using right now was never transferred to Utilities and is still <br />listed as an asset of the General Services Dept. <br />OMB Director Baird advised that Mr. Dean needs a word <br />processor or a computer, which is included under "Office & <br />Equipment" in the budget amendment. <br />Commissioner Bird asked if this is a lateral transfer as far <br />as salary is concerned, and Director Baird explained that Mr. <br />Dean's salary would be deleted from Utilities budget and go into <br />General Services, effective February 1st. <br />Commissioner Eggert asked how Mr. Dean's transfer would <br />affect Utilities, and Administrator Collins explained that Mr. <br />Dean will provide whatever transitional services are necessary <br />there, over and above his job in General Services. <br />Commissioner Eggert understood then that Director Pinto will <br />cease to be Mr. Dean's superior immediately, as far as General <br />Services is concerned, and Administrator Collins confirmed that he <br />would be Mr. Dean's superior, and then if any problems arise, they <br />would be straightened out. <br />Chairman Scurlock again raised the question of having Youth <br />Guidance and Welfare report to Personnel. <br />Commissioner Bird expressed his personal feeling that he did <br />not feel it was necessary to do the restructuring for such a short <br />period of time before a new Administrator came on board. <br />COMMISSIONERS WHEELER and EGGERT amended their <br />Motion to have Youth Guidance and Welfare report to <br />Administrator Collins. <br />33 <br />NOV 81988 <br />BOOK 75 <br />I /1 L 1:31 <br />
