E <br />�r% <br />Commissioner Eggert asked how many of the 56 would be <br />Correctional Officers, and Captain Reese stated about 50. <br />Commissioner Bird pointed out that we are talking about an <br />extra one million payroll, and that is what is scary. <br />Chairman Scurlock honestly felt that at some point the <br />County Commissioners of Florida are going to have to look at the <br />administrative rules and possibly challenge the ratio of officers <br />to inmates. <br />Commissioner Bird was overwhelmed by the future prospect of <br />housing over 1,000 inmates in a community with a projected <br />population of 100,000, and noted that would be about 1% of the <br />population. <br />Captain Reese advised that St. Lucie County, which has only <br />25,000 or so more people than we do, is starting to build a new <br />pod and they already have 600 inmates. Captain Reese stressed <br />that in ten years we have had a 700% increase in our inmate <br />population. Today he is within 3 or 4 from being over capacity, <br />and within a/month or two, we will be over capacity. <br />Commissioner Bird then wished to know what it costs to feed <br />a prisoner, and Captain Reese stated about $1.10 a meal. Phase <br />111 will hold 140 prisoners. <br />Commissioner Wheeler felt the only things that may be <br />questionable are the support facilities, and he is comfortable <br />that they should be large enough that we can grow into them. He <br />again stressed the need for a place to put these offenders and <br />get them off the streets. <br />Commissioner Bird continued to discuss the manpower required <br />and whether we can get anything in writing about it from the <br />D.O.C. <br />Captain Reese advised that he does have those requirements <br />set out in writing. He pointed out that running the jail is a 24 <br />hour operation, and it simply requires a lot of manpower, especi- <br />ally with the mandated programs and the supervision required. <br />He noted that some of the positions they need are cooks.
