Attempts were made to deliver the notice <br />to the owner at her place of employment, but she was either not in or <br />the business was closed during its normal working hours. A legal no- <br />tice was placed in the Vero Beach Press Journal on November 14th and <br />again on November 18th (copy attached). On November 22, 1988, the <br />owner was reached by telephone, and a notice mailed to her work ad- <br />dress. The owner had read the notice in the paper. <br />ALTERNATIVES & ANALYSIS: <br />The Indian River County Code, Chapter 4, Article II, Section 4-21, <br />gives the Board of County Commissioners the authority to cause such a <br />building or structure or portion thereof to be demolished, secured or <br />required to remain vacant. Chapter 4, Article II, Section 4-22 gives <br />the Board of County Commissioners the authority to remove the struc- <br />ture as stated in 4-21, and cause a lien to be filed of record for <br />the costs of removal against the owner of the building. <br />CONCLUSION & RECOMMENDATION: <br />Staff recommends the Board of County Commissioners declare said <br />structure a nuisance, and order the building to be demolished by the <br />County Road and Bridge Department. <br />After removal, in accordance with referenced Ordinances of Indian <br />River County, staff recommends a lien be filed of record for the <br />costs of removal against the owner or person in charge of said prop- <br />erty. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously declared the <br />above described structure a nuisance; ordered it to <br />be demolished by the County Road and Bridge Depart- <br />ment; and authorized a lien to be filed for the costs <br />of removal as recommended by staff. <br />DEMOLITION OF UNSAFE STRUCTURE AT 1041 10TH LANE <br />The Board reviewed memo from Building Director Rymer: <br />66 <br />
