DEC G <br />800K <br />75 P,,rE3187 <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Bowman, the Board unanimously declared the <br />above described structure a nuisance; ordered it to <br />be demolished by the County Road and Bridge Depart- <br />ment; and authorized.a lien to be filed for the costs <br />of removal as recommended by staff. <br />PERSONNEL POLICY MANUAL <br />Acting Administrator Collins reviewed the following memo <br />from Personnel Director Price, noting that right now we are <br />operating based on a 12 year old manual: <br />To: Board of County Commissioners Date: 11-29-88 <br />Thru: William Collins -Acting Administrator <br />From: Jack Price -Personnel Director <br />Sub: Policy Manual <br />In every organization it is necessary to establish a framework <br />within which the efforts of employees can be directed in a manner <br />which will advance both the objectives of the organization and <br />the interests of the individual. Every employee needs to know <br />where he stands with his employer and what is expected of him. <br />Personnel policies that are improperly formulated or <br />administered, or that fail to keep employees informed concerning <br />all areas of management policy, create misunderstanding, <br />mistrust, and inefficiency. Properly formulated and administered <br />personnel policies create a working environment conducive to <br />productivity and personal job satisfaction. <br />The requirement that we become more uniform in establishing and <br />administering personnel policy has been necessitated by the <br />increasing number of employees, by the expanding number of <br />employee benefits provided by the County and by the growing role <br />of the Federal and State governments. <br />We should prepare an administrative manual to serve as a guide <br />and reference for members of management at all levels. It will <br />not serve as additional bureaucracy to slow Indian River County's <br />progress, but as a tool for management so progress will be <br />facilitated. We can remain appropriately flexible and still act <br />in predictable and consistent ways. <br />Any policy, however properly formulated, is only as good as its <br />implementation, and the key to the implementation of policy is <br />the supervisor who is responsible for and in direct contact with <br />each group of employees. These are the individuals who must <br />translate these principles into action and it is upon them that <br />we depend for the successful development of a productive and <br />harmonious working environment for employees. <br />68 <br />
