We recognize that some critical deficiencies exist in the areas <br />of written guidelines, communication of policy, and supervisory <br />development in general. The style chosen for the proposed <br />administrative manual is one which complements supervisory <br />training. The review process detailed below leads directly from <br />the development of policy units into management training <br />sessions. <br />The administrative manual will be divided into 9 units, each of <br />which contains common topics. These units are: <br />1. Introduction <br />2. Employment (includes hiring provisions) <br />3. Pay Practices <br />4. Reimbursement of Employee. Expenses (includes Florida <br />Statute #112) <br />5. Employee Benefits <br />6. County Premises and Work Areas (includes safety/risk <br />management) <br />7. Absence from Work <br />8. Personal Conduct (includes disciplinary provisions) <br />9. Miscellaneous (includes grievance procedure) <br />The proposed plan is to write, review, modify and introduce the <br />administrative manual on a unit by unit basis. This approach is <br />recommended because those involved in the process (all management <br />employees) would have difficulty committing the time required to <br />learn and implement the entire manual at one time. <br />The steps are as follows: <br />1. Personnel writes the policy chapters, after which they are: <br />2. Copied to department heads for comment. <br />3. Modified as needed by Personnel. <br />4. Copied to the Board for comment and approval. <br />5. Modified, copied and prepared for issuance by Personnel. <br />6. Used as Management Development meeting topics (every <br />chapter). <br />7. Issued to management employees for daily use. <br />Once the administrative manual is complete, preparation of an <br />Employee Handbook will be the natural next step. The handbook <br />will be a simplified version of the administrative manual, <br />designed more as a clear statement of what the County and <br />employees should expect from each other than as a discussion of <br />the theoretical aspects of management. <br />Both the administrative manual and employee handbook should be <br />viewed as dynamic documents which are updated continuously either <br />as management alters policy or as the law requires. Probably a <br />loose leaf document will be most practical as it allows change <br />without a major reprinting effort. <br />The time needed to produce and introduce all units of the <br />administrative manual is difficult to predict. Obviously the <br />effort will be affected by other projects. The need is clear and <br />the sooner we begin, the sooner the benefits will show. <br />Mr. Collins and I have discussed the overall status of our County <br />government team. The organization is ripe for further <br />development. Good dedicated employees are on board and with some <br />concentrated effort the team can be moved forward as one of which <br />the citizens will be even more proud. Mr. Collins and I <br />evaluated 25 tasks for Personnel to undertake and these will <br />contribute to that progress.
