Cox,'C, <br />I, <br />Traffic Engineering Manager <br />SUBJECT: Request for Waiver of Floodplain Cut and Fill <br />Balance for Hospital. Services Subdivision <br />REF. LETTER: Steve Moler, P.E. to Dave Cox dated Dec. 2, 1988 <br />DATE: December 15, 1988 <br />DESCRIPTION AND CONDITIONS <br />Masteller & Moler Associates on behalf of the developer of <br />Hospital Services Subdivision is requesting a waiver of the cut <br />and fill balance requirement of the Stormwater Management and <br />Flood Protection Ordinance 87-12. Hospital Services Center <br />Subdivision received preliminary plat approval on December 15, <br />1988. It is located on the north side of Barber Avenue directly <br />across from Indian River Memorial Hospital. The project engineer <br />has determined that the volume of the 10 year floodplain capacity <br />of the Indian River will be reduced by 0.007% due to the fill <br />needed to build the subdivision. <br />ALTERNATIVES AND ANALYSIS <br />Since the Indian River in this location is an estuarine <br />environment, and the project engineer has stated that all other <br />design requirements of Ordinance 87-12 will be met and that the <br />resulting rise of the water level in the river will be <br />negligible, staff has no objection. <br />RECOMMENDATION <br />Staff recommends that a waiver to the flood displacement <br />requirement be granted to Hospital Services Center Subdivision. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously granted <br />a waiver of floodplain cut and fill balance for <br />Hospital Service Center Subdivision, as recommended by <br />staff. <br />68 <br />
