DISCUSSION REGARDING THE COORDINATION OF THE NEW COURTHOUSE AND <br />LIBRARY PROJECTS IN THE DOWNTOWN AREA <br />Chairman Wheeler explained that he added this to today's <br />Agenda in order to get the Board's feelings about looking at these <br />projects as one main project instead of two separate proj1ects. <br />After talking to staff yesterday, he felt we need to get a handy <br />on this and coordinate these projects, because it seems that we <br />are going in two separate directions. Under the direction of the <br />Administrator, we could sit down and look at the utilities and <br />other aspects of the site plans for both projects, i.e. water, <br />sewer, electricity, cable, phones, stormwater management, <br />landscaping, traffic flow, and come up with a recommendation as to <br />whether or not we should look at this as a single project and <br />master plan it for the long term needs or whether we should keep <br />moving along at the pace we are moving at now. He personally felt <br />that since we are spending $18 -million on these two projects, we <br />should coordinate it with a master plan and and not do it piece <br />meal. <br />Commissioner Scurlock felt that Commissioners Eggert and <br />Wheeler have done an excellent job on their respective committees <br />for the library and courthouse. These projects have been separate <br />almost out of necessity, because at one time we were not planning <br />for these facilities even to be in the same area, and this sort of <br />evolved. Due to that, there have been some different tangents <br />taken that perhaps will create problems if we don't get this thing <br />under control. He personally felt that while these two projects <br />should be independent, they certainly should be coordinated <br />together to provide us with an overall concept in the downtown <br />area. He believed that could be done without hindering either <br />project's progress, and that Administrator Chandler has the <br />administrative abilities to blend all that together.
