While he felt that the design of the <br />library and the court facility certainly should have input from <br />the committees, it should be made very clear that we don't design <br />facilities by committees, but design by architects with input from <br />the Commission and committees. The Administrator should be the <br />overall head of putting that package together and bringing it to <br />the Board. Commissioner Scurlock really did not want to see our <br />ultimate facilities totally designed by judges, state attorneys or <br />well-intentioned library people, and he felt in both cases there <br />is a tendency to get into the day-to-day operation, and that needs <br />to come to an end. We have two professional librarians, who are <br />well qualified to address many of these issues, and they should do <br />that through the Administrator. <br />Commissioner Scurlock believed from day one these two projects <br />have been separate projects, and pointed out that the public <br />already has approved the bonds for the library, while the <br />Courthouse still needs approval by the voters. <br />Commissioner Eggert presented a layout of the downtown area <br />which was submitted by a consultant during the short -listing <br />process, and which she felt triggered the thinking that perhaps we <br />should consider a master plan since they will have many common <br />features such as parking and connecting walkways. <br />Commissioner Eggert reported that she had a long talk with <br />the City of Vero Beach about the closing of 22nd Street, and they <br />would like us to get applications in by February 7th for the <br />closing of 22nd Street and the alley up the center so that they <br />could be heard on February 21st. The closing of 22nd Street would <br />be for just the one block between 16th and 17th Avenues that would <br />affect the library. We need to submit the applications for that <br />so that we can go ahead and design the library. This will be held <br />sort of in escrow, but if we don't do certain things, it would not <br />go through. However, we cannot go ahead and design the library <br />40 <br />
