t 1419$9 <br />UDOK 76 OCE 364 <br />Discussion continued regarding other solutions for exiting <br />the church grounds, and Chairman Wheeler repeated that we are <br />getting into considerations that should be addressed at a public <br />hearing. <br />Returning to the question of paving the road, Commissioner <br />Scurlock believed we would be setting a dangerous precedent if we <br />start leap frogging some projects over others. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, that the Board approve staff's <br />recommendation of Alternative #1, which is to keep the <br />paving in its proper sequence and schedule a public <br />hearing in its regular order. <br />Under discussion, Commissioner Bowman didn't see any listing <br />of this project, and Director Davis advised that he has an <br />updated list that does show the project. <br />Commissioner Scurlock asked why the list would show the <br />project if the Board hasn't approved it yet, and Director Davis <br />explained that it was approved on December 13, 1988, when the <br />Board directed staff to put it on the petition paving list in its <br />proper position. We do not have a valid petition, however. The <br />only petition we have received is the one that was introduced <br />into the record at the beginning of this discussion, and that is <br />a petition opposing the opening of 134th Street. <br />Commissioner Bird asked if all of our petition paving <br />projects have been on streets that allowed free public access, <br />and Director Davis advised that most of our projects have been on <br />public maintained streets. We have done some work on two private <br />roads, but those assessments were at 100% instead of 75%. Both <br />of those roads were dedicated and remain open. <br />Commissioner Scurlock understood then that the residents <br />want Ihe street paved with limited access and use, and Director <br />16 <br />
