Item #1 - Stockade/Work Program Facility <br />Chairman Wheeler wished to have the Board's direction to <br />explore the feasibility of such a facility and answer the many <br />questions regarding staffing, location, etc. In addition, he <br />wished to have travel authorization for Emergency Management <br />Director Doug Wright, someone from the Sheriff's office, and <br />himself to go look at some of these facilities in Leon, Volusia, <br />and Duval counties. He felt we need a place not only to relieve <br />some of the overcrowding in our $7 -million jails, but also a <br />place to punish people who are convicted of lesser crimes who are <br />out walking our streets simply because there is no place to put <br />them. He perceived this as an addition to Phase III, and <br />emphasized that this facility would not house dangerous <br />prisoners. <br />Chairman Wheeler didn't know if we were going to change the <br />world with this, but felt it is time to get the word out that if <br />you get convicted of a crime in Indian River County, you are <br />going to serve time in jail. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, that the Board approve the <br />Chairman's request to explore the feasibility of a <br />stockade/work program facility and authorized out -of - <br />county travel for the appropriate individuals to check <br />into other facilities of this type in the state. <br />Under discussion, Commissioner Bird stated he also would <br />like to see everyone who commits a crime serve some time in jail, <br />but believed the price tag should be one that we can afford in <br />this county. Unfortunately, with the country club jails we are <br />mandated to build these days, it appears that when they do get a <br />taste of jail, it isn't all that bad. <br />MAR 1 i9 41 BOOK 76 r'aGE 99 <br />
